CHALLENGES OF IMPLEMENTING SOCIAL SECURITY AND SOCIAL POLICY FOR PEOPLE WITH DISABILITIES IN THE UNITED KINGDOM

This paper will provide a brief overview of the provision of social security and social care provision for people with disabilities in the United Kingdom. Reference will be made to the recent review of social care provision undertaken by the current Labour administration, and the future implications that this has for the social inclusion of people with disabilities, including some of the perceived future negative impact that these proposals may have. These include increased levels of poverty encountered by people with disabilities, net increase in difficulty in securing long-term employment, and the increasing tendency for people with disabilities to be marginalised within mainstream society. The paper also examine the trends in providing people with disabilities with "personalised budgets", so as to enable them to buy in their own care packages, that are tailored to their own specific needs. In addition, this paper will present the result of current research undertaken by the Policy and Campaigns Department of Leonard Cheshire Disability regarding the effectiveness of social care and provision.
